Actually what it has to say on the matter is, if anything, acting on religious conscience is heroic given that the intent of the episode is to equate the two but its really about the long standing observation that super heroes draw on the same archetypes as religion (esp. Superman = Homelander). There is nothing that Starlight says that should offend anyone unless they are a con-men.

About Butcher, it's not so much that he does bad stuff but that he doesn't do it well enough. In the show, he doesn't really have any achievements of note to his own name, does he? He doesn't know any of Vought's secrets that are revealed later in the show, he can't even fight supes on his own. Everyone reacts in awe that one, singular supe gets dusted, as if that's a momentous event. What the hell were him and Mallory doing for all that time, if Butcher doesn't have a significant body count, or basic Intel about supe origins? Show Butcher is all edge no teeth so far. It's a shame
