The big issue is that cities provide anonymity, which means that people are much more likely to transgress against all forms of propriety because they are generally free from permanent consequences.

For example: shoplifting. If you lived in a small town and were caught stealing from the local store, you could expect that reputation to follow you for life. But in a big city, if you get caught you may pay a small fine and that's it. Even if you do jail time for a criminal offence, nobody really needs to know about it. Anonymity is a big problem.
