This is clearly the latter, given how much time is spent focusing on the incompetence of police when dealing with a killer of black kids, the rampant homophobia (wow, where'd you come up with that dyke story?), and the (lack of) treatment of Tench's clearly autistic son. As if to make the viewer say to themselves, "What an uncivilized and unenlightened time, I much prefer now to then."

I think the characterizations are a little bit more subtle, and it's more of a critique on how 70s American society viewed and treated social and mental health issues. Wendy at once points out that the DSM no longer labels homosexuality as a pathology, and is separate from the paraphilias that demarcate serial killers; Tench isn't a bad dad, he just isn't able to recognize his son's condition; and the doctor in S2E01 is irresponsible to treat Holden's panic attacks with Valium.

Realistically you’d probably have to ask the FBI what evidence led to those exact conclusions. I assume they looked at similar cases and applied the characteristics of those perpetrators to the GSK. Most of it is just noticing patterns in previous cases. Most people violent enough to attack strangers one on one as an adult were violent as a teenager in similar ways so if there's no similar records found they were probably just expunged. Most criminals smart enough to cover their tracks at a crime scene are also smart enough to not take time off work to do their crimes as that draws suspicion. Almost all people who attack strangers build-up to it by just spying on them first. Someone with a slob lifestyle is not going to be disciplined enough to avoid leaving certain evidence or want to conduct a crime in a certain methodical way. Almost all people who do any sort of break-in peak in windows of houses they are scoping out as possible targets first.

The more obscure shit is when you can understand someones underlying psychology and then you can predict more precise behavior because you've figured out how they see the world. E.G. someone's car choice is often an expression of how they see themselves, what image they want to project to the world, what their primary practical concerns in life are, their income level, ect. And if you already have a good grasp on that info it'll be obvious that person will drive a pick-up truck if they see themselves as being a hard working blue colar alpha and it'll probably be red if they like drawing attention to themselves and being seen as aggressive or whatever the case is.

Of course you can still be completely wrong since you can't have all the information or else the case would be closed. Like how FBI profilers thought the D.C. sniper was a lone white man since they were profiling this as a serial killer (who rarely kill people of another race and don't work with others when killing in such an impersonal manner, and the victims up until then were all white and killed at range) as all previous serial snipers were rather than terrorism (who choose their targets for political impact and prefer to work with others).
