Tom Bombadil is outside of the struggle for power. He neither craves it nor dislikes it. It's not on his radar whatsoever. The One Ring is power incarnate. It cannot effect Tom and he cannot effect it. It was suggested that they perhaps just LEAVE the One Ring with Tom since the Old Forest is so well guarded by him but it was reasoned Tom wouldn't understand why it was so important and would likely forget about it and leave it somewhere.

Angels and their equivalents aren't usually considered among standard living creatures as they are beyond life or death. In LoTR mythos all of the more powerful beings from the wizards (Maiar) up to the gods (Valar) are different types of angels and devils. Tolkien was a really devout christian so even in his fantasy world where there are multiple gods, there is still only one actual God (Eru) above them. Thus all of those powerful beings with more magical powers, are basically just angels. Tom is basically like the wizards in being a lesser angel of sorts, but Tolkien intentionally left what his true nature was vague. Also Elrond could just be using a turn of phrase to say that Tom is just really damn old.
Because he exists as a inside joke between JRR and his children. One that he told them as a bedtime story and birthed the Hobbit.

The one ring is a very powerful item, but remember some tier 4 characters defeated sauron and then isildur cut the ring from his corpse. There are several dozen characters just jacking off in the west who could push saurons shit in on a lunch brake, not to mention the dozen dead people like Feanor, or Ungoliant.
Lets not exaggerate its importance or power. Really the point of the one ring, and Sauron is its the last thing that God needs cleaned up to unfuck Morgoths shenanigans, and return to a happy world.
