Galaxy's Edge had a pretty fair ratio of people compared to other lands in the park, the issue was that park attendance in general suffered incredibly heavily because passholders were blocked out, people planning trips would rather wait to go when it's got all attractions going, and people who normally just go during summer figured the park would be ungodly packed. That's not to say the land isn't without a fair number of big flaws from the result of cutting corners that doesn't immediately invite repeat returns, but it's not like the rest of the park is thriving while Galaxy's Edge is a ghost town.
