I live in Kansas and there's places that look like this here. Poor and destitute people live everywhere. There's just a higher concentration on the coasts because more people live there. Until it's legal to round up and gas the homeless, nothing's going to change so you might as well get used to it now.

The federal government is in charge of housing and providing funds to produce mass housings, like they did in the post-war era. It's always the conservatives who are too cheap to send funding to California to build mass housings, and instead they push tax cuts for billionaires and corporations.
Only Democrats look after the little guy. One of Bernie Sanders big policies for 2020 is to spend $500 billion per year on building new houses for lower-income families and raise capital gains taxes to pay for it. That will alleviate the housing crisis in California and other liberal, highly-developed, progressive, highly-educated, coastal states.
By lowering the rent. One of those buildings would cost $3,000+ a month to live in today.
