Anakin is essentially force-jesus. His father quite literally is the force itself. Darth plagueis and darth sidious performed a ritual to create an entity of pure force at one point, and they thought it didn't work - but it actually just ended up causing anakin's mother to become pregnant with this entity. By EP3 he was so powerful that he was able to challenge Sheev however he lost to Obi-Wan because he was taught everything by Obi-Wan, no one else would have been able to take Anakin down which is why Yoda sent him to face Anakin. He would have attempted it but Anakin's powers were far greater by that point as he was the chosen one created unnaturally by Sheev's master and lets not forget in that very movie he was planning to take down Sheev right after Mustafar, as all Sith apprentices do to their master. Power wise no one could challenge Anakin but Obi-Wan knew every move he was going to make as he had trained him since he was a child, thus he was the only person able to stand against Anakin. Everyone else would have been blown the fuck out.

After losing to Obi-Wan Anakin's power was cut more than in half and not because of his injuries (although that did have an effect as well) he was mind broken and hated himself so much that it put a mental block on his power. Also in that fight Vader didn't want to kill Luke, he wasn't fighting at full capactiy the film tells us this with Luke telling Vader that he's full of conflict. Luke is powerful and before Disney fucked it up the most powerful Jedi who ever lived but Vader had his reasons for losing that fight.

In EP3 we see even as he was going Darkside that he wasn't fully invested with that scene that shows him crying after killing the senators and when he's actually Vader, suit and all, he's a broken man who has given up on everything, clinging to Sheev as he was the only thing left he had in the whole galaxy. And Sheev took full advantage of that.

I'd also say that Vader's invitation for Luke to rule the galaxy with him as father and son was partially out of compassion.
Palpatine surely would've had one of them killed off though because turning Luke ends the Jedi order and he can't risk having a father and son stage a mutiny.

The plan then would have been for both of them to take down Sheev however Luke wouldn't have been ready and I couldn't comment on if joining with Luke would have removed the metal block on Vader's power. From Sheev's perspective he would have anticipated it, corrupted Luke, have Luke kill Vader, and then he would have gained a new apprentice, one far younger and more powerful.

That was definitely Sheev's plan but when Luke refused and tossed his saber he thought he could keep Vader when he should've immediately merked them both instead.

Interesting thing about that is I don't think Sheev was even aware of Leia's heritage. Emipre and Jedi makes a point that Vader's emotions are enabling him to read into the Skywalkers where Sheev can't so unless he heard Vader say SSSSISSSSTER then I think she would have been safe, on the flip side in the EU material Leia becomes a Jedi who resists Clone Sheev's attempts to turn her so who knows. As for other force sensitives aside from Leia? one could argue Han had a bit of it and didn't realize or want to acknowledge it and there were no doubt children who showed signs but were probably hidden but that's all speculation.
