I don't remember how the old canon handled it, the new one essentially has them doing shady shit to help the rebellion all the time. One of the shows pointed out they would bring ships to other planets and they would be "mysteriously" stolen by rebels all the time.

Alderaanians were entirely supportive of the rebellion and openly hated the empire. They were basically a planet of Antifa. The empire needed to demonstrate the power of their space station and they could easily say Alderaan was home of the murderous insurgents causing chaos throughout the empire.

They were close to as being in open rebellion as a core planet could possibly be. No planet of significance was out and out in rebellion, it was hiding in the shadows. This would be like nuking Fallujah
