Because for some reason the cops didn't act like cops, Mr. Orange straight up kills a civilian and then bleeds out for an hour and no backup shows up then another cop gets tortured and Mr. Blonde gets shot to death and again no backup shows up and then there's a mexican standoff which involves the police's main target (Joe) and backup still doesn't arrive until after everyone except Pink is dead or dying.

Orange comes clean because the shame and dishonor of lying to someone who he respects and loves as a father is greater than his loyalty to the police. The movie shows that Orange is a brokebrain at odds with the world and he finds a sense of comradery with a criminal.
