Unironically because training grounds improved. In the old days, kids would play footy on the worst places imaginable, which in a roundabout way helped them improve their skills otherwise they just couldn't play. Then, around the 90s, indoor footy started growing, which required short dribbling, quick feet and some flair to reliably get past the defender.
Now that big clubs have good training grounds, all the kids go straight into good pitches, bypassing all that training.
It's kinda like the Karate Kid movie, in a way.

That squad was an extremely overrated meme. Yes, Telé Santana was the greatest coach itw at the time, they had perhaps the greatest midfield ever and they also had talented defenders but lacked discipline, the problem was the keeper and CF were crap whilst better alternatives were left at home due to political reasons.

2002-2006 Argentina was their golden generation.
Obviously the former. Brazil's golden age was from the late 50's to 1970 when the brazilian league was very stable and most players stayed there whilst consistently producing good coaches.
Even in 1994 and 2002 most of the teams starting line up played in Brazil whilst only their top talent, like R Carlos, Rivaldo, Ronaldo, Ronaldinho etc actually went to europe.
