the truth is that no one ever has any idea what to do with the Hulk. He quit the Avengers in issue 2 or 3 because Lee and Kirby realized that they couldn't come up with many threats that the Hulk couldn't solve in five minutes. The same thing happened here, where they needed a reason to keep Hulk out of the fight and just removed him from the story.
