There are quite a few worse CBs in euro top flight leagues, but his price tag is what makes him so bad. If United had paid $7M for him it wouldn't be a big deal.

This is caused by a mix of man u playing a ludicrous amount of attackers, mcfred, man u having 3 strikers in the box waiting for a cross tap-in, lazy strikers not doing work to open up passing lanes to midfielders (see rashford). He's a limited CB being asked to/trying to do more than he's capable of.
He plays better for England as he has an extra CB next to him to cover for mistakes and has less buildup duty, that's given to the wingbacks more.
He's good if you play him as an old school CB eg at Leicester, he's bad if you want a van Dijk.

the captaincy was given to maguire as he's probably england 2nd or 3rd most recognisable england player (after kane and sterling). But when ronaldo came in, it's just ridiculous to keep maguire as captain as he's not the most senior player (also man u fans hated all the players moyes, van gaal, and mou brought in, so didn't want them as captains)

He's a good but very limited player, in the right system he can be great like he was for Leicester and is for England but the way Man United are set up and their lack of a proper midfield exposes his limitations badly
