That's the whole point, they don't care about the exterior. The whole movie is about how there could be a serial killer during the yuppie era but nobody cares.

One time at 2-3am in this student apartment complex I lived in, I heard the sound of chainsaws and maybe someone screaming. I know I didn't imagine it because I heard a roommate of mine get up, pace around our living room trying to determine the location of the sound, and I heard him say "the fuck is that noise". Needless to say no police arrived at our apartment complex and the incident was quickly forgotten.

Isnt it implied at the end of the movie that it was only a psychotic delusion?

there are things that hint that some of the killings were delusions and some were real, it is supposed to be ambiguous.
