I feel like the scenes where he's brainwashed as the Winter Soldier he's portrayed as a strong force on par with Captain America that can overtake several people as seen in Civil War, while utilizing his arm as an effective combat tool but when he's off mind control they usually just write him in as some regular dude who shoots guns, we never see him using the arm or do anything spectacular but we know he's capable of it.
