Checking on the flop is smart because it doesn't give away your position. Raising on the turn or flop makes it look like you got a late pair and makes people with strong hands or pairs more likely to call or raise.
Betting right after the flop warns the other players that you have something good enough that it's worth risking money against two potentially damaging cards.
He checked on the river too however, and that is simply retarded.

You're right but in this case it wouldn't matter since two tens are out and the other guys didn't really have anything going for them so they wouldn't call or raise anyways unless they wanted to try to bluff which they wouldn't since the double 10 pair too risky.
