The only thing about the scene is Heffer, Rocko and Filbert not caring that he did. Not, like, even reacting. Not even retching or recoiling. Just reacting at all. It comes off as really bizarre for a COMEDY to take and established character, say he was always transgendered and finally transitioned when nobody saw him for 20 years, then have the main characters find him and go "Oh, cool." I didn't want Heffer to bash him with a chair and set fire to his truck, but they were so stilted in how they responded that it sounded insincere.

Essentially how Rocko, Heffer and Filbert reacted sounded like Mark Corrigan reacting "normally" but in his head he's screaming, not sure what to do or say. Mini-hostage situation.
I unsubbed from Netflix over a year ago because if She Ra. I am done subsidizing garbage with my subs emotion fees, especially because they are not spending my money on anything I want to watch. I had already gone several months without actually using my subscription by the time I quit.

this. Rocko's Modern Life has always been a grotesque reflection of reality. Only fitting they choose to portray the absurdist act of people imitating the other sex and other people encouraging them on in their delusion instead of offering actual help. It's kind of clever if you think about how everything in Rocko's world is distorted and enhanced but a clearly troubled young frog playing pretend is treated as perfectly normal.

Nickelodeon produced it (and the Invader Zim special) and just sat on them for a year before pawning them off on Netflix. The target audience for these specials is nostalgic millenials. Millenials don't watch Nickelodeon (or even have cable in the first place).

It's because any depiction of characters reacting in any manner besides complete and eager acceptance would be transphobic and problematic.
Much like how SJW culture has caused female action movie protagonists to become boring and predictable because of their invulnerability, SJW culture has caused every depiction of trannies to be watered down to "that's nice", even if it comes at the expense of entertainment (you know, the thing audiences are ostensibly paying money to receive).
