No it wasn't did you even watch the doc? The blame is placed solely on OJ for the murders. The doc even criticizes OJ and his legal team for taking advantage of the racial tensions of 90s LA during the trial. The doc does cover the police brutality and escalating racial tensions in LA during the period but it was an essential part of the case.

this doc essentially contextualizes the entire situation. i was born around the time it was happening so it was cool to see just how big of a deal it was and how the media rode the wave. i understand if you have oj fatigue but Made In America spells it out for people who don’t know the whole story
