no, he doesn't suck at poker. it's actually not a bad strategy because if he bets there he is going to make people think he has a 10 and the likelihood of one of the other players having another 10 and betting with him are pretty low. the chances of somebody being happy with a pair of 6s is also low which means by betting he'd basically scare everybody off and only take the small pot.

well it depends what the card is on the turn. if it's another low card then it's pretty much the same situation as before and it's unlikely anybody is going to bet. if you have the nuts and everybody folds it's pretty demoralizing. still at some point you have to bet and hope for the best.

what you do is bet the flop, at which point you range can be, bluff, top or mid pair, nuts - that range has possible value that can be extracted by other players so you can expect to get calls, possible raises, but by checking the flop he eliminated bluff and mid-top pair from his range
