That's nothing new. Shelby was going to become first officer when Picard was a Borg and it triggered Riker because it made him realize he doesn't do anything. Trek has some of the strongest female characters ever written, however that does not inherently mean it is a good series.

I appreciate the thought you put into your reply but I'm still not sold on it being enjoyable as a series unless you've watched everything else and you can't not watch Voyager. TOS has that wild frontier feeling where we're exploring the unknown. TNG asks us why we explore, what are we looking for? DS9 looks inward and considers the exploration of love and friendship as valid as conquering the stars and perhaps in some ways the inner journey is the most important trek we go on. What does Voyager ask of its viewers?

I guess the problem is VOY doesn't ask anything the other series didn't already explore. Its greatest strengths (The Doc and Seven) were examples of learning about humanity and what it means to be alive/human, but we already had it in different ways with Spock, Data and (until they gave up on it for MUH KIRA) Odo.
Other options are the recilience in the face of adveristy and strange new worlds. VOY didn't really have Starfleet helping them out when things got tough and the show tried to show how you need to adapt to survive. So, asking the viewers how you can survive in hostile settings and still come out with some morals intact.
btw I'm not a big fan of VOY, but it's still nice to discuss it.

hmm, I don't think I can give you some right off the top of my head. Tuvix plays on the morality part, but it can also be very muddled in its message, depending on how you read it. Still fits the theme, since it's somethign everyone had to live with. Learning Curve from S1, aside from being like the only time the show remembers it was supposed to have a Maquis vs Starfleet plotline, puts people of differing ideologies in a tight space with no higher power to come in and help ease the issue. Both sides needed to make compromises and realise they only had each other to rely on.
For episodes I personally enjoyed:

just a very well written story where every action develops in a logical way and where you can see the rough life in a hostile part of space really could be. Every character felt important to the story and Janeway especially just got to shine and show how much she both cares for the crew and is willing to die for them.

I'm rewatching the series and I'm on S4 rn so I don't remember the latter half as well as I should. So I can't recommend anything there without revisiting it again.

I've seen the Tuvix episode and didn't really understand why there was any hesitation on Janeway's part to separate him back into Neelix and Tuvok. Tuvix was a sentient lifeform, yes, but in some ways so were the feral animals the TNG crew turned into once, so was Picard as Locutus, so is Spock when his body flips out every seven years. In all cases where a character is transformed they are either reverted to their original state, like Riker receiving the powers of the Q, or they must die.
This is likely a result of the serial format for Trek but it holds up philosophically as well. Since Janeway had the means to restore Tuvok and Neelix she absolutely had to bring them back. If restoring them were impossible then Tuvix should have been allowed to live, he does deserve to have a life just not at the expense of two other living beings.

All three examples you brought up are not new forms of life, they are characters being changed, all against their own will, still the same person, just modified.
Tuvix however, was his own new form of life, neither Neelix nor Tuvok. He begged to live and Janeway didn't care, nor did any of the other crew. There's a reason why the Doctor refused to do the operation, because he knows he would be murdering Tuvix against his will

It was the memories and experiences of Tuvok and Neelix in that body, the combination of which created a new lifeform that was not Neelix or Tuvok. It was one that made decisions based on the combinations of those two. If it were simply the two of them trapped in one body, then they'd both agree to do the operation and get separated, however Tuvix was adamant he was his own new life, and deserved to live.
It is entirely acceptable to murder one life form if it means bringing back the two which died to create it. If it were impossible to bring them back then of course he deserved to live but the fact they're able to reverse the process and bring back the people who died, it would have been more immoral to allow Tuvix to live.
As frequently as transporters malfunction this seems like a quandary they would have solved hundreds of years ago. Honestly I wouldn't be surprised if Janeway was just humoring Tuvix's jape of a plea for life because she was considering how much she really needed her pedo cook but then as soon as he tried to fuck his ex-wife he blew his "I'm totally not those guys" cover and Janeway knew it was time to get the shotgun.
