That weird shit they do in slav countries where they don't even remove the original sound and dub the different characters, they just add the voice of a guy explaining what's happening on top of it all. It always reminds me of when I was like six years old and would pester my older siblings until they'd explain what the English-talking characters were saying. It's really quite mind-boggling that there's several nations that imbibe foreign media by having a state-provided uncle explaining what's going on, just like when you were five and the family were all huddled up in front of the tv in the evening.

That's not an American thing at all. Americans don't watch foreign media as a rule. There's simply not enough willing to watch it to justify dubbing. They even make remakes of British movies because they're too foreign, for fuck's sake. No, this is entirely a brainlet south-european thing.
