They have intense feelings and bond because they are twins, but since they don't know they are twins they don't know what to make of it so it might lead to some awkward, but ultimately chaste, kisses. Plus Leia was kind of a whore and Luke was a horny teenager so there's that too.
By the time they found out they were twins, it just made sense why they could never figure out their feelings but now they had an answer for it. Hence Leia's "I know, somehow I've always known."
