Cordless drills from 15 or 20 years ago, were capable of producing decent amounts of torque, especially when combined with reduction gearing, and a decent enough battery system.
I have a cordless sheet metal shear that cam cut thru 2mm sheet steel, and do so for many yards on a single battery.
A very thin high tensile stength wire, made from certain steel alloys or maybe something like kevlar or Spectra would not take huge amounts of force to slice thru the soft tissue on a human neck, the spinal column of the neck would be much more difficult, but I would suspect possible.
Small brushed motors like those made by Acme in China are very efficient. Almost all professional power tool manufacturers used to use them for their cordless drills and many other tools.
There are now brushless motors that are even more efficient.
Reduction gearing can be very efficient if the gears are spiral cut, and lapped and polished together so the gears match perfectly.
If the gears were lapped in, then cleaned and lubed with high quality grease, even a small dc motor could produce a huge amount of force.
Current lithium batteries are very efficient.
If you watch the Scene with Brad Pitt, the wire tightens slowly and he diesn’t realize what the issue is until the automated garrote is already too small to remove from his neck.
Once the wire tightens down enough to construct on your neck, you would lose not longer be able to remove it.
The other thing you have to remember about a device like this, is that it is basically a one use device.
You don’t have to build it fir durability, just maximum efficiency for a single use.

If you’ve seen ‘Law Abiding Citizen’, a similar device is mentioned in that.

I suspect there must actually be examples of this is Ridley Scott and other filmmakers are referencing them in their films.

It felt like a mix of old Godzilla and a hommage to independence day. The humans are just there to push the plot and honestly the only one I could live without is Millie Bobbie nigger. They are meant to be overblown sketches of characters.
