It's because of a myriad of political issues. A senator mentions how his fellow Congressmen don't want supes in the military as it could potential cause some defense companies (like Lockheed or Boeing) to lay off their voters. The notion of adding supes to the military would make other counters more likely to use nukes as much of their regular arsenal has no chance against supes.

The supes are only found in America due to a plotline that is covered later in the film. Of the supes in America, many may work elsewhere but if they won't to go to the "big leagues", they try to get hired by Vought. "The Seven" are obviously Justice League in terms of popularity but there are some smaller teamups floating, such as the team that A-train and Popclaw met each other on.

How do you guys feel about how the show is handling the supes compared to the comics? They're a lot more redeemable in this and have a lot personality it feels. Especially Maeve, but I also prefer how they handled the assault in the show more than in the comics. It felt almost like the supes were too detached at the start. The plane part is kind of stupid. Not stupid as in poorly written, but rather the way people are reacting to it.

The flight was going to be shot down. From the start those people were dead. All of them. They had a lottery chance on supes saving them and it fucked up. Homelander was careless. Homelander was crass. Homelander was sociopathic and psychotic.

Later on in their lives Vought approaches those kids with superpowers pretending they have nothing to do with it, and finance their super hero careers with the avail of their parents, who are involved in the process of making their kids superpowered. The government could never "get there first" and hire a hero as a soldier, because Vought was there from the start.
