The anime has quite clear parallels with two things, one is War and Peace and the other is inter-war Japan which looms very largely on almost all Japanese.

The anime shows the decadence royalty and nobility as it happened in Russia in war and peace while at the same time showing in an authoritarian system a useless monarch is extremely dangerous as it happened in WWII with Japan.

it does seem that Reinhard's contribution to history was fairly positive. He brought down a corrupt dynasty and made the lives of billions more just. Maybe millions died but there's every indication millions would have died anyway. Reinhard didn't start the war. He will be remembered well by history.
Yang will do less well. Despite his superior military genius he consistently fought to maintain a corrupt order and had no long term plan. He was genuinely surprised by the treachery of his countrymen, and bounced from one undesirable situation to another. He obviously wanted to be a warrior but didn't have the strength of conviction to do it wholeheartedly. "I only wanted to be a historian" is his constant refrain. It grows tiresome.
In the end I firmly believe Yang was more in the wrong than Reinhard.

Whenever he had a chance he just went back to reading and writing books. Nothing wrong with a man refusing to do what he doesn’t want to do. It concludes that a strong executive is needed to intervene when politics breaks down and for the legislature (and people) to be free to also challenge the abuses of the executive. This creates the basic pyramid that has underpinned social order since feudalism and is especially stressed by the history of Thailand which the show borrowed from.
