It wasn't a big theme in the books. You're probably referring to the fact that orcs, particularly Saruman's orcs, are depicted as antagonistic because they destroy forests. That's true. They are described as polluters, environmental destroyer or even eco-terorists, that much is true, it is a common trait for evil races, but they aren't described as doing all this while ALSO being good engineers. It is a completely insane stretch of the imagination to believe these books wanted to drive the message that orcs were better engineers than humans, dwarves and elves. You can be bad at industrialization and still cause a lot of damage. That's what orcs did. It's funny that you go as far as bringing up Tolkien's war experience when he repeatedly said, as clearly as possible, that he was not making any WW2 allegory and that he, in fact, hated metaphors and did not want to impact any in his work. If Tolkien had any inclination to portray orcs as great engineers he would have spent time to describe their war machines, their advanced design and their military efficiency. He didn't give a shit to spare a single paragraph on the subject despite dedicating chapters on the subject of war.
