The author was forced by his publisher to introduce several dozen characters in the span of only a few chapters that he'd planned to draw out over several arcs. The fact that he knocked it out of the park and made the majority of those characters iconic is the best argument Naruto has going for it for being genuinely good. The fact that he then never used or developed those characters after the fact is the best argument for it being a fluke and the author being a hack.
