They aren't ugly, they are in fact more attractive than your typical 56% kid, maybe with the exception of Gaten. They are still too attractive to be considered average, but American TV never shows average people. Compare the cast of Skins UK with this series, people in ST look like models in comparison with Skins cast.

You say that, but do you think that it's accidental that Daniel Radcliffe grew up to be somewhat handsome and Emma Watson grew up to be a classically beautiful woman? Was it just luck that they were able to fill their roles so suitably while also growing up to be conventionally attractive? Out of the 1000s of kids that auditioned for each of those roles, they were the best fit for the part and the looks were just an added blessing?

Or maybe, just maybe, there were kids out there who auditioned, nailed the parts beautifully, but just didn't have the right look. Maybe there was a little green-eyed boy who was almost perfect for the role of Harry, but he lacked that certain something (maybe he had too many freckles, or he had a weird shaped nose, or he had some other feature that made him "undesirable"), and despite the fact that he was technically a better actor than Radcliffe, his sub-par appearance made him unfit for the role. And that's someone's job, to make that call. To cull through 1000s of headshots and audition tapes, and pick out the child that will one day be able to use their sexuality as a box office draw. Someone looked at Emma Watson's headshot when she was barely 10 and said, "One day, there are a lot of men who are going to want to have sex with her, or at least they're going to want her more than all of these other girls. Sure, her acting isn't that good, but we have teachers and coaches for that shit. This is someone we can work with, shape and mold."

It's someone's job to pick kids who'll one day be considered as sex symbols. Nobody bats a thousand, of course, given the goblins that came from the Harry Potter universe, but when they hit it right, they really hit it right.

All of that to say, not all kids are ugly, and not all beauty has to be considered in a sexual manner. Everyone can look at a kid and just know that that kid will either be able to get by on their looks or they'll have to work hard.
