Like the mailman has to spend 20 years delivering mail before they qualify, the mobile infantry grunt just serves 4-6. The Federation in the book is actually obligated to find a suitable service for any mentally competent person who takes the oath of service, even if all said person can do is pick up trash off the side of the road or something.
The whole idea of the book is that citizenship comes with a sacrifice. You have to sacrifice blood, time, and effort, for the good of the state in return for being able to participate in that state.
