Klaus is not only terrible, but has such limited interaction with anyone besides occasionally chiming in with a terrible joke that no one reacts to that it's mindboggling why he's even there. It's like he was edited into the show after the episodes were already made most of the time.

He's the show's self awareness. You have to have say, a useless character on purpose so you don't neglect the real ones
In the earlier seasons it's heavily alluded to that Klaus has pro-nazi views and really wants to fuck francine but is obviously completely and totally impotent being a goldfish. If you consider that he's a fascist, it's even funnier that he gets along with Hayley.
They nerfed his character really hard and eliminated his two funniest gags. Either it didn't fly with FOX, or they wanted to air the show in Germany and didn't want to make him an offensive stereotype of the angry, powerless German.

There's been multiple klaus episodes and subplots, he's not limited at all. His cultural differences and sociopathic actions are funny to me. Danuta was a good bit.

As with all Seth MacFarlane characters his original point stopped with the first season. He was a German Olympian put in a fish's body to stop him winning the Olympics. A sub plot was he was very lustful of Francine but they never mention that now. He's just a sad fish that hangs out in their house.
Much like Joe was originally a brilliant cop and perfect husband despite being in a wheelchair - now he's a sad loser

Cool, it doesn't work for AD. They didn't have it before TBS picked it up. Family Guy dropped the cold open it originally had.
Klaus was originally going to be the breakout character of American Dad, hence why he had so much setup really early on
the character never really caught on like Stewie did, so they kinda dropped him. I think I remember hearing that Dee Bradley Baker was the main guy behind his personality in later seasons and he actually got more popular when they treated him less like the Stewie of the show and more like the Meg of their show
