Saddam was an evil dictator who perpetrated pretty much every war crime imaginable, including gassing, extrajudicial executions and widespread torture. He was a vile man on the level of Hitler (stfu). So he did indeed have chemical weapons as well as a program developing long range guns to attack Israel. What he didn't have were WMDs aka nukes. However, he controlled a massive security apparatus in Iraq through the Ba'ath party patronage and toppling him completely destabilized the country.
