That's totally wrong. As if movies didn't have an impact before social media. As if "why so serious" and the Joker make up didn't go viral in 2008, as if Matrix was not in every magazine and in everyday conversation, as if Jurassic Park didn't help with the dino trend of early 90s.
People do talk about Harry Potter, they are releasing games and new movies for the universe, you can argue they are just squeezing it with less relevant content, alright, but everyone recognizes the red and yellow scarf, or knows who the fuck is Dumbledore or that Ron is the red head, even if they haven't watched or read any of HP. No one says "wow, that's totally a Jake Sully thing!"
Shout "who you wanna call" and people know what you mean. Put a pirate hat and eye make up and people will call you Jack Sparrow even if you look nothing like him. If one thing is within another within another, you call it Inception and people get it.
Avatar had no cultural impact. It's ugly, forced, bland, not interesting enough. There is not one thing that it is remembered for. It's financial success was a one of a kind exception and related to 3D lobby in cinemas.

I think the reason is that it really wasn't connected to any contemporary real world phenomenon or cultural movement. It wasn't that far from Dances with wolves and Disney's Pocahontas. Obama was elected so the minority-angle probably felt redundant at the time.
In effect it was a quite safe and derivative self-contained story wrapped in very attractive package. A mediocre film, a stunning tech demo.
Unfortunately second rate "3D" stained its potential legacy.
Not even cosplayers went for it. Nothing there to justify a franchise.
