Wasn't MacLachlan reluctant to even shoot Fire Walk With Me? It's possible that the hypothetical second and third films would have had no Cooper whatsoever. It's also possible that some of the ideas Lynch had for it went into Mulholland Drive considering that it was thought up as a spinoff.
