They were uncommon, thats for sure, but you mostly saw those at vhs rental places, like Blockbuster or your local video shop, or the library.
They were brittle as fuck, and the little snap things that kept them closed always ended up breaking off or fucking up after so long, so eventually you'd have to go back to the paper sleeves anyway

Also, god help you if you accidentally stepped on one of those with your bare feet in the dark somehow, they shredded flesh like broken glass
