This is interesting in the comics, but they didn't reproduce in the series because they had to gender bend that corporate dude to make some hamfisted feminist statement or something. See in the comics the dude from vought who had to control him was a peculiar fellow, completely unimpressed by homelander. By subtly manipulation and his lack of fear he ensured Homelander would stay being controlled by vought. Eventually he would rebel and try to take over the world, but the fact it took so long was all thanks to that one dude.
more like... unrealistic expectations of this TV script.

conquering the world would be pointless because as a child, he thinks he already has. as far as destroying north korea or whatever, its pretty clear he wants to do that kind of shit, and was only held back by being heavily manipulated by stillwater.
Easiest answer is that in the comics Vought is actually a weapons manufacturer that branched out into public relations after disastrous results in Vietnam. They aren't some namby pamby "we'll ruin your image" pussies, they literally mow down dozens of supes at a time with uranium tipped rounds from helicopters after they get too uppity and start unionizing. Or if the kids start talking to people about all the sexual abuse they will herd them into a shipping container and drop it from orbit.
For Homelander, they had a nuke strapped to him until they could make an emotionless clone of him so that they'd always have something to keep him in line.
