They're not the worst, they're just different.

You should watch the whole series to get the full experience, but if you absolutely must skip something, 2Fast2Furious and Tokyo Drift are the least necessary.

I was thinking of the tv show Utopia, but I'll check the manga out. I usually enjoy things with that sort of premise (Children of Men, Utopia, etc).
