It's not. This is a simple story and Eggers doesn't try to hide it. Inarritu is dishonest (or rather pretentious) because he believes his films are deep masterpieces and they really aren't.
Eggers likes folklore and period pieces. Sure, others compared Lighthouse to Tarkovsky or Bergman, but Eggers himself said this:

Movies are not dishonest, innately, because they are movies. The fact it isn't 'real' doesn't make it dishonest. You know they are actors and so there is no deception on the part of the viewer. Unless, of course, you play off a fake story as a 'true story'. Hence why most "based on a true story" movies are, relatively, dishonest.
But in terms of degrees of guilt this is pretty minor. The worst offenders would be documentaries which can skew footage to appear onesided quite easily.
