It's not an insecurity thing with De Niro, the character he's playing was gigantic in real life and making him wear platforms makes him appear taller on camera. Editing out platforms with CGI is much cheaper than artificially raising his height in every scene with CGI. Same with dying his hair black on top of using de-aging CGI in scenes where De Niro's character is meant to be younger, instead of doing both with CGI

How'd they do it with Sam Jackson in Captain Marvel? Dude is 70 and probably moves around like an old man, but he does look like he's in his late 30s anyway. I haven't seen that movie but I've heard the de-aging is really good, though maybe some people are just easier to de-age than others. I mean, compare De Niro and Pacino. The latter looks so much different now compared to his youth than the former in both voice and appearance. Judging from , though, I guess they're not de-aging that much, 10 years instead of 20 like Captain Marvel.
