this is a false assumption. malls were a much bigger revenue source in the mid-late 80s and early 90s , they absolutely had the budget in the pre online shopping era. they were massive money makers and treated in a similar manner to a theme park where every store had their own gimmick, and a lot of them had cheesy uniforms.
