Tarantino is losing popularity because he's starting to lose his juvenile edge that made him popular in the first place.

The reason why his movies got popular wasn't because of the dialogue only, it was because they had this sort of edgy and badass tone with lots of violence. He felt like one of those graphic novel writers who made violent comic books, only he was making movies instead.

With this movie he's trying to do something different and more adult; but this means he's losing touch with the younger audience. He's making "old man movies" now.

Tarantino movies were graphic and violent, but they had a point. Gangster movies at the time were far too quick and clinical and convenient when it came to violence. Guy gets shot, guy goes down clutching wound that conceals most of the blood, we never see him again. Tarantino's inspiration was: If these gangsters existed in real life, the fallout from these kind of shootouts would be horrific. You would have guys half dead and half alive with body parts hanging off them dragging themselves into cars and then screaming for the next two days while their inept friends try to find them a doctor. So, I'm going to show it.

This offbeat style was what made his films so original. Take Pulp Fiction. Most gangster movies would show a character like Marcellus Wallace summoning two hitmen to his office and saying "Bring me back my briefcase and kill the punks who stole it." Then, we would cut to a shootout / car chase / action beat. Tarantino thought: Well, if these guys really existed, there would have to have been like a twenty minute car ride where the hitmen were on route to whack their targets. What kinds of things would they talk about? How would they select their weapons and talk about how specifically they were going to kill who? I'm going to show this.

The offbeat style continues to be influential to this day. To single a show out, look at Breaking Bad. The reason the show was so original and relatable was that it showed the minutiae, the nitty gritty, of running a meth empire. Things like going down Home Depot for a plastic barrel to acid melt a corpse in, having to check the label to see if is made of the right kind of PFTE, and check if you can actually get a body into it and close the lid.

No, the Jackie Brown people tend to be the contrarians (though It is one of his best). I say Pulp Fiction posers because majority of people dismiss his later work based solely on Pulp's right time at the right place in history. It's akin to the Batman 89 people refusing to judge The Dark Knight on its own merits because Prince had a song and because Jack Nicholson "was the bomb".
Though I won't dispute its importance and influence in the 90s, Pulp Fiction isn't his best work and is arguably no longer a benchmark for adolescent boys, hasn't been really since the death of the video rental shop.
