Tolkien races don't exist but they are analogs of existing races/cultures just as the setting is an analog of pre-industrial revolution Europe. Elves are Nordic. Dwarves are Scottish. Rohirrim are Celtic. Etc.

It makes no more sense to have a black dwarf or elf than to have white blonde people as citizens of Wakanda. Dwarves for example are all one genetically distinct race, where would an Afro-dwarf even come from? There is no Africa and all dwarves come from Middle Earth. Where would a Chinese Elf come from? It makes no sense narritively, logistically or rationally.

There are definitely black people from Far Harad. They're described as 'troll-like" in comparison to the whiter Northerners and Gondorians. This indicates they are a rarity even in Gondor
