One of the guys who originally worked on Rugrats created Recess. When he left all the good writing went with him and it became a literal toddler's show.

Just because a cartoon is realistic in tone doesn't mean that all of the characters themselves will follow that trend of realism, because at the end of the day it is still a CARTOON. There are going to be a few characters with peculiar designs.
