Marvel can't announce a Spider-Man movie without Sony. Sony are the ones that handle all of that. They set the date and add it to the MCU slate. It's why three Marvel movies came out in 2017. It was only supposed to be two until the Marvel/Sony deal went through in 2015, where Sony scheduled a new Spider-Man movie to release on that date. The next Spider-Man will probably be out in 2021, since Sony seems to want them all to release in a span of two years.
