Really just about everything stateside is underperforming now. It's a mix of ever higher budgets, steadily increasing advertising campaigns, Jews in Hollywood fudging numbers to pad pockets aka Hollywood accounting, and ever increasing price of movie tickets.

Before everything is said and done Disney will be the only ones able to afford big budget cgi fests partially because they can afford to eat the loss and partially because they can afford to have a movie run for months at a time in every country imaginable

Even if GvK is successful Legendary may just end the series right there but judging from everything we've heard so far it's still among their best properties (and WB properties) so it's possible that it won't die in 2020. Toho was always positive about it so their permission was never a problem it's not like it's Toho's money (it is when we''re talking about the revenue because they get 100% of money Legendary Godzilla earns in Japan).

The contract to the Godzilla ip was up after GvK with the real fear Toho weren't going to allow them to renew it because they wanted to start back up their own Godzilla movies again.

Thankfully it looks like that's not the case, probably just a change in the contract that allows Legendary and Toho to both produce Godzilla related movies ar the same time.

Of course they're interested, Legendary has to pay them a shitload for each of their kaiju they use in a film.
I rented with people working on the first film, they had to use the Muto as the studio wasn't willing to gamble that much money to have a classic kaiju opponent. I'm pretty surprised they fronted the cash for 3 of them in the latest film.

The future of the franchise hangs in the balance because as it turns out even if people are curious and react positively to the first movie it doesn't mean they're willing to watch a franchise about it and this is why sequels often do badly. Destroy All Monsters makes sense I'm not sure how they could make another succesful solo film maybe if they went on a long hiatus but they definitely shouldn't make the monster that fans care less about the face of the series.
