Ritsuko would've stopped third impact; at least prevented that particular flavour of 3rd impact taking place. Watching for the first time, you don't appreciate the characters as much and watch waiting for it to "get good." Its only when you're done, you appreciate the lighter hearted moments in the earlier seasons / episodes.
It's why the 3 minutes of slice of life shit in episode 26 has such an emotional impact. We all yearn for those "good ole days," or worse: "what could have been"
