As I was saying, Vilgefortz in the quote most likely talks about how the talent can manifest in everyone, any mutt, pleb, "bastard" etc. No need for magical/royal lineage (which was confirmed in the books many times, when the fact that most magic practicioners are infertile (and Geralt's mother was one)).
