You need to know every regulation, including any municipal ones for where you're working. It's also a matter of experience. I think commercial HVAC is probably a better route.

The only way this description makes sense is if the land lord is hired by the owners of the complex. If that is the case, the owners are ultimately responsible, and demonizing the landlord doesn't make sense, they're just as dumb or beholden to the owner's instructions as the plumber. If that is not the case, and the landlord is the owner, a fee to shut off the water main makes 0 sense, as they are charging the fee to their self.

You can put in a valve without turning the main off if you heat the pipe with a torch, essentially turning the water into steam and then putting the valve in quickly

You dont have to know every regulation. If an inspector comes and he hates you he can quote some arbitrary code and fuck you. You just need to show that you have some common sense when you do your work and youll be fine. I mean if youre doing residential its not hard
