He's canonically taking the form of "pennywise the tapdancing clown", who came from a circus in the town.
The creature isn't actually a clown, he just prefers the form because children are easier to scare and manipulate. "IT" doesn't have a name, but calls itself Robert “Bob” Gray multiple times for some reason.
There are a few parts in the book they can shoehorn in a carnival as well, when "IT" appears. Sorry if i got any things wrong, its been a while.
