There's no reason for spies to be in Africa, and white men are everywhere because they control the world. A handsome or plain looking white man is better than a chimp who stands out everywhere she goes, especially China where most spycraft takes place these days. Real-life spies aren't charming. There was a whole documentary about how they had entire makeup teams designed to make spies as ordinary/dull/invisible as possible.
