Saying book 9 should have made it obvious I was referring to the original release, whereas you're talking about the Omnibus release, which divided them into 5 books. Book 2 of the original release ends with Hugo's death.

- pays Hugo for jacked cyborg parts, Hugo helps him because Vector lied about being able to pay to get to Zalem
- gets Chiren to fix up Grewishka (at Nova's request) in order to get Alita's heart
- controls motorball, kills Kinuba, gets the dirty motorballers to try to kill Alita in exchange for a reward
- lies to Chiren about her being able to go back to Zalem, turns her into a box full of organs after she helps Alita

Hugo's arc and Chiren's arc both start and end because of Vector, Alita's conflict with the motorballers is because of Vector, everything Nova does is filtered through Vector.
