I think how well Godzilla and his screen time was handled made up for the other flaws. The film achieved it's purpose.
The acting is Anno's way of representing the Fukushima incident.

I think the acting was supposed to be pretty awkward, because I could definitely imagine incompetent government bureaucrats behaving in such a way.

It doesn't mean anything, that's his modus operandi, Anno is the king of implied sophistication when really there is nothing to it. People will affix meaning and look for substances in his visuals and stories, they'll painstakingly puzzle out all the cryptic references to Ultraman and ancient Tokusatsu he watched growing up, they'll comb through Jewish mythos and Gnostic texts trying to understand the hidden meaning behind the lines, but none of that was placed there intentionally by Anno.
Yeah I think the final shot of Shin Godzilla was just supposed to be an "oh shit" moment where you realize if they didn't freeze Godzilla when they did, he would have split off into thousands of humanoid zombie things that would have taken over the world. There doesn't have to be any symbolism there for it to still be a cool concept.
I know most people have problem with Japanese acting.
But all you need to do is to get used to it.

Godzilla was actually already unthawing. Those creatures weren't on his tail before the final moments.
The acting was fine. Plus you have to remember most of the characters were misfits and socially awkward. Kyoko was supposed to be jarring. Her English was understandable and kept to a minimum. She calms down when things get serious.

Hey man if there are 2 things in life I know they're Godzilla and sex, and she was a terribly written and acted character. Foxy beaurocrat lady more than made up for it though.

Actually it was just a reference to the short film he made which got him the job of working on Shin Godizlla. He made a short called "Giant God Warrior Appears In Tokyo" using traditional Tokusatsu techniques blended with CGI and this got the attention of Toho who got him on as Director for Shin Godzilla. His co-director Higuchi said that the ending was his way of tying the two films together.

I think the point of her was to be irreverent compared to everyone else. She was talking about going to a party while the other people are freaking out about Godzilla.

The acting looks bad because it's not in the way we are used to.
My theory is the movie has many scenes and information and time span to cover and it aims to pump up emotions with music and effects. And they are not depicting a "natural character" either. Each character is a stereotype or a representation for the government or an issue. So they don't use "natural" acting. Instead they use the "choir" you see in church.
"Did we evacuate the area this time?" "I am just repeating what my subordinate told me." They then moved on. The movie didn't intend to give actors time to process it.
Actually you can see that style in HBO's Chernobyl. But that thing is a miniseries and it intended to depict the incident hour by hour in some episodes.
I agree. The focus is supposed to be on the situation at hand, i.e. Godzilla, while the human characters are mostly just there for exposition.

Sequel concept: It is decades later and the city has mostly rebuilt itself. The sentence 'we are now going to have to live with Godzilla in the world' (paraphrased, iirc) is taken into effect; they have decided not to fuck around with him and build structures around him during the reconstruction. They let him be, ocassionally checking for abnormalities, perhaps they have to periodically inject those blood thinners or whatever into his mouth to keep him in a frozen state.
However one day, and perhaps due to human error, one of those fuckers from the tail section comes alive and falls down. It is part of Gojira, but it is not Gojira itself. It can believeably mimick a person and hide itself among people. It is not inherently hostile, but it can defend itself. Due to circumstances, people are not kind towards it and it will eventually be part of the reason that Gojira will be unthawed where it will return to its master and share experiences of misfortune with. Cue angry destruction.

Sequel concept: Some other monster comes along and the freezing thing doesn't work on it, so they unthaw godzilla and monsters fight and shit.
